Railroads & mines are each covered under a unique set of federal regulations. 

With railroads, interstate travel frequently poses challenges related to jurisdiction.  Additionally railcars regular carry enormous and/or loads containing hazardous materials. 

Both aboveground and underground mining have their their own unique challenges.  Inhalation of mined materials and explosions are the most noted accidents with underground mines.  The rough uneven terrain of above ground mines makes vehicular travel dangerous.
